The proposed development provides a one-off opportunity for Bishopbriggs to re-configure its town centre, by replacing its existing secondary school with a mixed-use development incorporating new and reconfigured buildings for an expanded commercial area, civic, residential and health uses, and new public spaces. As such, this application needs to define how the new proposals will be able to work as an attractive and functioning town centre for all residents, to form a distinct place with an identity, where people will meet, find services they need and spend their time.
Given the importance of such a project to the future of the town we would expect to see information on the way in which the proposed scheme builds upon an analysis of the existing settlement and integrates with the town. The application fails in this regard, both in the level and type of information provided. A masterplan is required which shows the project as a whole and how it might contribute to sustainable future for the town, and defines a spatial strategy for the development. We would refer you to the Scottish Government guidance contained in such documents as Designing Places, PAN 68: Design Statements and PAN 83: Masterplanning.
